His practice has grown over the 30 years that he has been a Connecticut lawyer and he now provides legal services statewide for personal injury, accident cases, Social Security Disability, and immigration. He represents clients in criminal, DUI, divorce and family law matters in the courts of Hartford, New Britain, Waterbury, Bristol, Enfield, Meriden, Middletown, and Rockville / Vernon. He also handles Social Security and SSI cases in the Springfield - Holyoke area of Massachusetts.
Born in Portugal, Attorney Serrano immigrated to the United States by ocean liner in 1960 and grew up in Hartford, graduating from Hartford Public High School in 1973 where he was a member of the cross country and state championship track teams. He speaks Portuguese and Spanish. He was a founding member and the first president of the Portuguese Foundation of Connecticut.
